Are you running the game in full-screen or window mode? I was getting that same behavior when I tried running the game in full-screen regardless of resolution, but it works fine in window mode

What's the incentive to do them other than for the rewards at the end? I don't know what it is, but the way the story is presented in this game puts me to sleep. If they had just put everything in a big journal that we can casually read on our own, it would be golden, but a million chat bubbles just to say 1 sentence is a bore. >.< I can understand alternate routes for bosses, but is there any other reason why people are doing government quests?>

I'm not sure if it's a known bug or not, but it seems full screen does not work if you use the patch to show the Mumble overlay in-game. This is not a big deal, as mumble works just fine without the overlay, but I thought i'd brinng this up in case the issue was not known.

I'm trying to make a Magic Rock Heart key to turn into Magical Peice, but I'm having difficulty getting the Heart Key. I followed instructions according to PSO-World's guide here: http://www.pso-world.com/sections.php?op=viewarticle&artid=2018 I've done the following, but at the very end, when I'm playing as the female character with the boquet ("marked") he asks to see it, but he then says: .... Sorry... Seems I got it wrong. Never mind. EDIT: Solution found!
