Only within the last week was I made aware there was an issue with the reputation system on this server. Not only is there an issue, but there is no clear and concise guide or rules on how a person is allowed to spend their daily reputation points. There is no Sticky Topic or Hot Topic anywhere I've seen that explains the rules behind how to use your reputation points. If the reputation thing is such an issue why can't it be removed? And if it is not going to be removed then there needs to be a guide made up to show when it's appropriate to hand out down votes. Because disagreeing with someone or not finding what was said funny or unhelpful seems to not be a good enough reasons to justify a few -1's here and there according to certain GMs. Lets please edit this in somewhere for less confusion in the future. I know exactly what you're problem is. If you're trying to start the game by clicking on the App you have highlighted it won't work. You need to be using the 'Online' above 'Options' and run that one as Admin as Soly said before. This is how my PSOBB folder looks so you can see what I mean:
