Speaking from my personal experience, Rangers on Ultima are kinda... not good at hitting things for high amounts of damage. Like I said before; Mag with high ATA and No POW = Hit but no damage, while High POW and no ATA makes for a Hard Hit! if you hit...
That's another thing I forgot to bring up, The server basically RUNS around weapons with a Hit Percentage. For me, the PSO feel was being able to hunt weapons and having Percentages just be a little bonus, not something I have to run my whole server career around.
