Man, truthfully alot of those things can be earned in certain quests with some time and effort... The charge, demons vulcans & hell arms with hit can be found in the EP4 quest, The Restless Lion on Ultimate difficulty in single-player mode. The human/newman/cast enemy characters in this quest drop very powerful yellow-boxed weapons, some of them are what you're looking for, they are also quite easy to kill with a Frozen Shooter to boot. It may take quite a few runs and quite a bit of your time to find them with the amount of hit you want, (up to 50 hit) but it will be considerably cheaper in PDs or DTs. Same goes for the Cannon Rouge, if you're not concerned about getting a zeroed out one at least. You can always donate for stats and hit on it later if you so choose as well... That quest will be the Black Paper's Dangerous Deal 1 also in EP4, on Hard difficulty, single-player, you will need to take the Zu route in that quest. For RAs and perhaps FOs, this will be easy, HUs however will have a rough time with the Zu. It may also take quite a few tries to get a Cannon Rouge to drop as the prize, which means you'll need quite a few PCs to pay to run the quest but in the end it too will be far cheaper in PDs or DTs.
