Meseta is pretty easy to come by, you can just ask around for some and someone may give you half a stack or a full stack. There are a few quests where you can pick up lots of things and sell for money, like wrath of forest or path to salvation, or hunting triple 50 weapons from restless lion and selling all the ones you don't want can make up some quick meseta, and trade the good ones to players for a handful of photon drops(pds) each. Photon Drops for trading can't really be hunted easily, but you can hunt items players want like materials, or raise mags, or other such things to trade for some.
