      But MST maxes in the end, so it's cool, as it's not hard to get levels on Ultima.

      Yeah, it's really hard to get a Clio on a RAmarl, you really do need a decent level. Some builds get Clio as low as 138, some 154, some 167, and some even 190+!

      My build gave me Clio at 138, sacrificing ATP/ATA for it. I don't know when you get Clio with the build I made for Ultima, though.

      If you're wondering why HUcast > HUnewearl, look at this:

      L3 Shifta to max ATP HUcast: 1958 ATP.

      L20 Shifta to a max ATP HUnewearl: 1800 ATP.

      20 Zalure cannot bridge that 198 ATP gap, as HUcast can get Zalure Slicer for 21Z, and can further increase his ATP with Twins.

      Plus he has traps.
