Vampire Cloak is designed to be an ideal armor for mid-level chars, with extra ice resist for falz and a bonus to luck, and above average dark resist. If you aren't high enough level and don't have luck materials and want the extra 5 eic, Vampire Cloak could situationally be better, though a high level char would generally prefer WD over it.
