I can understand why DT's should be proportionate to hit that was added via DT redemption if the item is universally dropped with no stats, but I have always valued items that drop with stats, non-linear to rates of adding hit via DT redemption, unless it's above 50. You need 30 dts to add 40 hit, and a 0 hit AS can't be worth 10 dts alone.
