How to Add Hit to Enemy Weapons?

I tried following this guide to the letter: http://psoinsider.myfastforum.org/sutra170.php#170

I've just completed military quests 9-1 to 9-5 as well as Claire's Deal 5. However, Montague in Claire's Deal 5 is not giving me any options to increase hit on my Bringer's Rifle. I have 18 crystals and the bringer's rifle in my inventory. He just isn't bringing up the option to add hit at all.

Is there something I'm missing?

Also, my Bringer's Rifle currently has 40 hit. If it fails to add hit, will the hit drop down to 0% or will it stay at 40%?

When you completed 9-5 did you talk to Dr. Montague?

Two things :

1 - you have to play Claires deal in the same difficulty that you beat 9-5 in.

2 - you need to talk to Dr montegue in 9-5 until he starts to repeat himself.

After doing those things, you should be able to add hit.

Thanks very much guys! I did the government quests on Ultimate. I was trying to do Claire's deal on normal. Doh! It's working now. :}
