its not a hard quest, i just kept running into a point in the quest that there was a door that required 4 players to open it. i did miss something. i missed a door elsewhere and finally completed it tonight

i must be missing something...

is it possible to beat government quest 2-3 without four people?

should i be setting difficulty to hard or vhard? what about in a solo setting? i am usually not on at peak times
