I think I could not equip it because my safety heart was giving me mst. I replaced with another shield and equipped cent/ability. I can equip v00, now.
It seems that equipment that boosts stats doesn't "register" when trying to meet a requirement. Thank you for your response, Terry.

for me seems like all the locations from my phone are in the general area from where im at , random locations with in like a 50 mile area , but the locations from my pc/browser have a much larger span from arizona to california to russia, thinking maybe some kind of browser hijacking/virus redricting or somthing
