well half the population has language barriers so fair shots at soloing basic quests would be ideal and making the idea of starting a new pso character is more appealing.

finding this really difficult since I'm a fo and there aren't enough active games to just go play and no quests to solo

I think that the Multimode quests should be available in One person mode to make solo hunting possible it significantly gives FOs a disadvantage in solo without it especially with the default sega boosts on FO items so you cant really do much damage to anything
