When you say PSO PC you mean PSO BB right? (Phantasy Star Online Blue Burst).
And no you do not need a serial. All you need to do is register an account here and follow the other steps (Which apparently you already did).

if the lame dont fix it self , contact a GM and he will replace the lame.

No picture? I also lost my 50 hit lame.
Plus to avoid trouble he should hand the "bugged" lame to a gm. If it has indeed -99% Native then it should be replaced. (Proving a screenshot... -.-)
