That's part of the reason player count dwindled the way it did. Thousands were being donated every year but we hardly saw any improvements. Donation money should always be used in a transparent way (i.e. paying server costs) and the last thing it should ever go towards is the admin's pocket. Plus all the blatant ways to encourage donating like making 80 hit almost mandatory is why people say this server is P2W and a large reasons a lot of people went to other servers. Imagine having the highest ATA class(RAmar) miss NSS combos on Olga Flow with 80 hit Pyscho Ravens, shit's pretty dumb. At least if you're using this server as a side hustle, at least state it clearly. Don't encourage donating saying donations go to server upkeep/improvements and then just pocket it.

I can't be bothered to read the rest of the thread but I'll lay my thoughts out. Ultima's decline ultimately boils down to how the server is managed by Larva. It's not OP weapons or any custom stuff, I believe there's an audience for that but it isn't fulfilled by Ultima. It's the silly stuff like PGF being available one month out of the year. It's needing 80 hit just to hit certain enemies, therefore encouraging people to donate. It's the lack of any kind of change to better this server and has just be in the same state it was 3-4 years ago. It's events always starting almost a month late sometimes. It's toxic people, or even worse(such as pedophiles and conspiracy theorists),getting warned 10 times instead of being banned. It's the happy hour system that only encourages playing in 3 hour bursts instead of more often. It's the lack of anything to encourage people to play outside events, since most things worth using are event online. As a (ex)player, it's just obvious there's hardly any effort being put into this server anymore and it'll stay declining in population until there's an effort put forth by Larva to actually listen to his player base and admins who play this game to improve this server. As someone who's probably played close to 20,000 hours, I don't want to see this server die off. I would love to see this server alive again, but just letting it idle isn't going to fix anything.
We can complain all we want but ultimately there's little we can do as players. You'd think having your server dwindle down to 10-20 players online would be enough of a kick in the pants to change something but apparently not. Ultima's problem ultimately dwindles down to Larva's inaction to change anything within the server. This isn't a hate post aimed at Larva, it's just stating facts from someone who's put entirely too much time into this game.

I think what most are annoyed with is that Happy hour makes a huge difference is drop rates. 3x drops make hunting outside HH feel useless, especially for harder drops like SJS or PGF. While the premise isn't bad, that fact that it is(or was) spammed so much made people feel like hunting outside those 3 hours a day feel useless. If it was a once a week thing and perhaps not such a drastic change in rates, I feel like it'd have a lot less of an impact.
That or implement a change that promotes playing the game(such as Ephinea's old HBR system or PSU Clem's GDR system) so people are lot more inclined to play all the time instead of during HH.
This is all just wishful thinking though. Player-backed change is an extremely rare thing anymore and I don't think there's been any major changes on this server, including new weapons, in a few years.

i think ephi is having same issues with new players trying to get a foot hold on the game as well , did hear scripts banned for mag feeds
Getting usable gear is a lot easier though. You're good with 50h Charge Arms, Charge Vulcs, and maybe a HS or something. On Ultima you need 80H PRs to down Olga almost, and they still miss even on RAmar. The gearing curve on Ultima is so obscene it drives people away.

This is another reason i feel you are losing the old skool crew Serene Swan, the meta for this server is Serene swan broken so much the dmc is stupidly high.
I for one hate the weapon and will lobby if i see it being used or will not play will others that use it. It stops my game play from being what it should be using demons. Totally annoying with the missing and letting mericarols cast medgid.
Plus the lack of quest choice most play make it boring , most just hit 200 and sit in woi. Yawn....
The only way you will get the same experience we had from start is to increase the population with new players.
Or a server wipe / new ship for new players where you can all start on same foot
Ephinea has 100-150 players average during peak hours. PSO is old, yes, but it has a very dedicated community and if people felt like Ultima was worth playing on, the player base would be larger.
HH is one of the things I've seen people complain the most about when it comes to Ultima's faults. It promotes playing in 3 hour bursts and it's spammed so much that regular rates are based on HH. Playing in 3 hour bursts for optimal hunting and making it feel like hunting outside those 3 hours is useless hurts the server as a whole.
I feel like on paper it's not a bad idea, and I'm sure when HH was implemented, it was meant to be activated maybe once a week max. Having multiple HH a day just make it not worth logging in unless it's on.
I feel like removing HH and adjusting all rates, fixing EVP so you feel like you aren't required to redeem hit on every weapon, and putting PGF on Olga all year are things I've seen basically 99% of people request.
There's a reason why Ultima is a shadow of its former self and it all boils down to Larva's unwillingness to make any changes to the server that might make people donate a little less.

L&K has 200-300 ATP with max grind and shoots 5 shots and is also usable by all classes, SS has about 160-ish and shoots 4 shots and is only usable by hunter and rangers. Unlocking L&K as is would completely eclipse SS in utility making it borderline useless.

Honestly at this point I'm surprised L&K isn't combo unlocked, would probably need some adjustments though. It's used a bit in the vanilla meta, but Ultima has a lot better alternatives for ranged weapons. I'm not sure if I agree with Cannon Rogue though, Casts already have access to Iron Faust. Giving them access to both weapons kind of isn't fair to the Human characters.

Do it again but make him fix glaring issues like most of the shit I mentioned in my post lol. Having access to more meseta(which another server added literally years ago) is nice, but doesn't make most people want to come back and play on the server. I mean another server(you know which one lol) literally just added a better DMC fix, which is a terrible problem on Ultima. Or you know, have him ban instead of warn 15 times people like Emewn or Berzerk-K which have been proven to be extremely problematic(extreme antisemitism and pedophilia respectively) and have actually made people quit this server.
