As they each have their independent counters there is no real reason to want them reset as they don't conflict with the usage or other materials, so the command was made to ignore them.

windows xp doesnt support net.framework 4.5.1 or above which is needed for that new launcher
Microsoft, as well as many other third party companies/softwares, ended support for Windows XP over 2 years ago, so it is not recommended that you stay on it...

There is no way for a player to get the drop data save for having an admin place the files in an accessible location.
