Unable to patch game. Error Code: Remote server returned an error (403) forbidden.

I am trying to reinstall PSO Ultima. I've had downloaded this game in the past and it worked but for whatever reason it is not working as of late. I've attempted to look through the FAQs, other forums of similar problems and i still am unable to resolve it. I've tried disabling the windows defender/firewall. I've included the PSO files to my exclusion list. I've also tried clicking on the URL of the update file and i am able to see the content within the URL. I'm not sure what to do here. I'd like to play the game again but i cannot patch the game. Unless the server are under maintenance that's the only reason why i can see its not patching but it shows current active players online as i am typing this. Regardless i hope i am able to receive feedback and assistance. Thank you very much and have a good one.

I have seen some people having this error but not everyone. Right now I don't know what the issue is, I am thinking it could be ISP related.
In the meantime, you can use the zip here to update the game.

However the launcher will keep throwing that error.

Hey thanks for the followup.

 

I've tried downloading the zip file and it still didn't work. I would get error code N0908 and be unable to connect. I think you are right that it is my ISP that is preventing me from entering the servers. I downloaded a free VPN to see if it would overcome this problem and it did. Unfortunately im unsure how to resolve this hurdle since i cannot play the game without using the VPN. Regardless hopefully the VPN isn't too bad but thank you very much for your assistance.
