error 908/difficulty updating

Just to start off I did go through every step in this list and I still get the message although I don't even know where the "test server" option is and I don't know how to download the latest update manually if I even can. I reinstalled multiple times, turned off DEP for psobb but it wouldn't let me for the launcher so I let that one go, I have set everything to run as an administrator, changed my DNS settings to Google's on the Protocol Version 4, Not sure what else to do. I am running windows 11. Not sure what to even try at this point. Any help would be appreciated.

Cause: Something is blocking the connection to the server

Solutions:

1. Check that "Test server" is disabled in the Launcher options.
2. Turn DEP off for psobb.

3. Whitelist the Ultima PSOBB folder so that your antivirus doesn't see it as harmful.
4. Add it as a firewall exception or turn your firewall off.
5. Set the launcher application to run as an administrator. This will allow you do download updates correctly.
6. Restart your computer and then launch the game via the Launcher application.
7. Change your DNS settings to Google’s on the Protocol Version 4

8. Re-download the game and latest update

Update: My IP was blocking it so after installing a VPN service everything works fine now! why my IP would block this I have NO idea but I figured it out.
