you need to do the single player quests and unlock the quest called "unsealed door" when you start "unsealed door" you can find the FOnewm called "Montague" on pioneer 2 and he will transform the items into weapons for you.

In order to unlock these single player quests, you also have to do the government quests through Forest, Caves, and Mines in non-single-player mode. To do these quests, you talk to Momoka (by the principal) in pioneer 2. Government quests cannot be done in single player mode.

OR

You can just ask someone to convert parts for you. Many people have the quests unlocked.
