I'm having this same exact issue. Tried the firewall/antivirus bit, did not solve the problem. Neither did a reinstall. Any other suggestions? I also see no option to update through the Ultima launcher. I completely reinstalled and uninstalled all other copies of PSO and it fixed the problem.
