So to access 4-1 government quest I must get the 3 pillars in free mode? Non quest . If that's the case I can totally do that easily. If the keys are flashing on the 4-1 quest does that mean they have been pressed or need to be oressed?

I'm having trouble locating the third pillar to get access to 4-1 government quest. Which quest is the mine pillar. I am certain that I pressed the forest and caves ones but for the life of me I cannot find the mines one. Any useful help would be appreciated . Thanks boys and gals.
