I am having trouble finding tools to develop new stuff, like level editing, if its even possible to discect the game somehow and create a completely new episode. It would be very cool to do something like that, I know with PSO2s release it might not be worth it. But I really needed a project to work on. Im totally nostalgic for this game! Thank you! Pso is not an open source game, any tools or information we have are community created, usually by reverse engineering the executable and support files. Is it possible to edit levels. short answer is yes: realistically though these tools are usually incomplete, still being worked on or just plain closed source by the people programming them, I suggest if you want something relatively more accessible and you have some aptitude in programming or assembly, you take a look at our quest editing program.
