checking system log, error 4226, also possible culprit,I have also done exceptions in the anti virus, and fire wall, i'm going to do full scan with M.S.E.

i just recently got back into psobb, but it is the same problem i had before, every time i try to log in, NO916(server is full) pops up, but the weird thing is when i move to a different location other than my house it works fine(college, friends house), possibly my isp to weak or something else, i don't know. Any suggestions?
