Any time, they cost 10-15dts (forget which) from a GM.  Just ask to redeem and add a special.

Nothing can put mst above max on any char. Much like Luck, it just doesn't do that.

I haven't play Ultima PSO in weeks, why the rate is 5x now? Is this rate permanent or a boost from any event?

You can change it back in the lobby if you don't want the extra boost via a command. No its not permanent its event only they often do it for events. Same for green names which increases the chance you will encounter rare monsters.

It happens without events too sometimes, it's a on n off temporary thing the server does every few weeks for a short while. Default is still x3 up to level 160 and x2 after that, but these random x5 exp minievents are just an extra thing that occurs every so often.

Anyone know where I can find a mag feeding chart for cell mags like devils wing? I can only seem to find charts for rare lvl 100 mags

I have two Psycho Ravens:

Psycho Raven 0/45/45/0  
Psycho Raven 0/0/0/0/0/60

I would like to give one of them to a friend. However I'd like to keep the better one.

Since the special is negligible, I would, as a budding high-level character, choose without HIT.

It is the agony of choice. Does anyone have any decisive clues?

The level 100 formula mags don't quite copy other feeding charts exactly, though they are quite similar.
