Had same issue, go into game folder and right click on psobb and set to compatibility windows 95. Link to comment

Quitter Posted April 14, 2018 Share Posted April 14, 2018 I talked to him and he said the issue was, " the problem was the launcher that i was using, i tried with the launcher that i downloaded on the website but that one was the wrong one: the right one is the one who is located in C/ULTIMA PSO BB/Launcher or D/ULTIMA PSO BB/ LAUNCHER that will update one more time like 50 files and you can start game" Link to comment
