It jumps back up when he stops moving. It's not really bother me much so don't ask me for screenshot or ID. I just want to let you guys know. Quote Link to comment

It goes down when you block or attack by some value, and by another value when you run around, I believe it's basically base 70evp while blocking or attacking, increased by x2 (to 140) when only running around and x3 (to 210) when standing still iirc, but I would need to test it to be sure I remember the specifics correctly.
