What decides spell damage mst or tech level or is it both

Hello I am just now getting back onto the server and I am looking for a new team to be a part of. My main is a level 120 HuCast with a TJS and Double Cannon but, as of yesterday I've been playing my force who is level 21. I am just looking for a team with people around my age so around 19. Mainly just not little kids. I get on pretty often and I am easy to get along with.

so ive never had this before and i have played this game for quite awhile I'm just now getting back into it and ive been playing it just fine for the past couple days but today when i loaded up the game the lobby was weird it had a lot of green lights obstructing the view i could navigate to the front desk to join a game and when i did the ship didnt have a floor i was standing on space kind of it was really weird anybody know whats going wrong
