Is there an estimated time frame as to when the PSO2 drop rate system will be implemented?

I've been doing Blue Star Moon (Single player quest). 6 Rappies in the first room and I've been getting at least 1 egg rappy per run. Got Cent/Mind and Ashura Mag cell within a half hour HOWEVER, whenever I used the eggs in the same room as I got them in that quest, the eggs give me nothing. Soly recommended switching blocks and the eggs started working again.

Do Egg Rappies have a chance of replacing any Rappies across the 3 episodes or is it a specific location?

What's the fastest way to get S/D/J/Z Lv20? Also, do techs drop more often from enemies, boxes. or is it the same drop rate?

What can I do with photon drops in this iteration of the game? I have a few laying around.
