Whichever Tech it is. I haven't used one in so long. As for level 30 techs... Well Resta S/D/J/Z are all relatively common. I probably have 5 of each at least. ANY other tech is dumb rare. Or my tech luck is trash ¯\_(ツ)_/¯ . Usually the Attack spells are still rare to come across in the 30's. Out of my handful of years here, I think I only found 5 level 30 techs that were not support.

You're looking to buy Hylian Shield then. It gives a boost to Rafoie, Razonde, and Grants I believe, but also has a built in God/Tech, which means all spells are automatically +1. Cheaper than buying level 30s since they can cost 5 DT / 35 PDs each, maybe more

It's not hard to find people to play with. Either join or host a room and people will be in there like the swimwear (might not be fast though). I commend you for playing support fo, however the better fo for support is Fomarl (gets higher shifta and deband range, as well as anti and resta). Fonewearl is considered a nuke fo, as well as demon support (put on demon mechs and lower hp for your hu / ra classes). It honestly comes down to preference on who you want to play I suppose.

Have you tried choosing the update option? Are you using the PSO Launcher to start your game up? It's downloaded separately from the game itself.

Ep 1 Merlans (Purple guys in ruins) drop spread needle on ultimate. That's a staple item for a ranger. Ep 1 Hildetorr on ultimate (rare appearance of Hildelt) drops Frozen shooter. That's also a staple of a ranger. Ep 2 Baranz on ult drop panzer faust (cast only). Great for AOE after upgrade. NOT RECOMMENDED! If you need something, ask what you need in shout-box. The donation item list is overpriced, trading with other players will save you money (and you can get better / more stats from trades rather than 40% in anything but hit when using donation item list stuff.)

People usually want to know stats to know how these items are priced. At the top there's a bar that says Ultima as the first tab. Follow it Ultima -> Tool Box -> Character viewer. Not sure if you want but I have a Flowens Sword 3064 45/0/0/0|35 but it has charge already on it. I don't think this is the "real" one but it does work
