On the contrary, considering how low the drop rates are for them, even a no-stat spread needle is still very worth some PDs. The black paper deal will probably be your easiest way to get one.(which still ain't all that easy honestly)

It's unobtainable for now, it only drops in the Ultima Anniversary event in November. And it's called D Photon Core.
