Well you can try what Lee suggested in the shoutbox to turn off DEP for PSO. You can do that by pressing Windows Key + Pause Break > Advanced > Performance Settings > Data Execution Prevention

[Inquiry regarding online quests]

So...... I've been jumping around these forums learning how to unlock quests and whatnot. Unlock gov't quests, then single-player quests, etc.

What I haven't come across is any mention of the normal/online Guild quests. Are all of those available from the start? Yes. If there are more available, I could finally put my soul to rest if anyone were to enlighten me, please. I feel like there's a lot about this server I still don't know about and I had never played online before this either, so I just want to make sure I'm not missing anything.

Oh! Another question. If I unlock the Gov't quests, will those then be available to play with other players as long as I host the room? No, unless they have done up to the same quest as you.

Yeah it is possible but very time consuming, you can use monomates for pure power but it depends on the mag obviously. If a stat is building up you don't want use another item to subtract from it.

I would suggest you use magfarm, a program that can really help when mag feeding/ mag planning.

Im guessing you are using a Intel IGPU, what you can do to achieve more frames-per-sec is to use a lower resolution i.e 640x480/ 800x600 and ensure stuff like anti-aliasing/ antistrophic filtering is turned off in your graphics driver software. As Squish stated check in the options and make sure "Advance effect" is set unticked. If you are still experiencing problems use low resolution texture and frame skipping.
